PERASPERA 1st Workshop for European Operation Framework (EOF)

EOF Mission:

The EOF activity shall deliver recommendations to regulation, licensing & standardization authorities for future on-orbit operations, ensuring an improved strategical implementation and commercial exploitation of European technology & products.

under the synonym On-Orbit Operations many different kinds of in space operations, applications and services can be understood like e.g. On-Orbit Servicing, On-Orbit-Assembly or inspection tasks. Nevertheless, orbital operations -especially on-orbit servicing- on prepared space systems is necessary milestone for a sustainable and economic viable future space infrastructure and an enabler for space business.

This is well understood and recognized by the European Commission and the space agencies in Europe. Therefore, the development of key technology, creation of visibility and enable business opportunities in space is an important part of the SRC Space Robotics Technologies, and the PERASPERA team was assigned to develop guidelines and common standards to recommend, to promote and foster commercial opportunities in the wake of developing the Future Space Eco-system; one of the big topics in European Commission’s Strategic Research and Innovation Agenda for Space Research (SRIA) for Horizon Europe with the objective to improve the competitiveness of the European space sector.

In recent years, relevant developments and business ideas on the subject of On-Orbit Servicing have been driven almost exclusively by the US. Different initiatives in the community around the world were started, heading for guidelines and regulations for orbital operations. European industries, research institutions, space agencies and the European Commission have supported R&D in this sector at large too, but without an equivalent strategical goal and effective coordination among the different actors.

It should be in the interest of all European actors to develop common guidelines and standards between Europe, US and Asia, so as to reinforce their commercial positions on the global scenario and maximize the commercial opportunities of the future space ecosystem.

That’s why the PERASPERA team, consisting of National Space Agencies & ESA, have introduced the European Operations Framework (EOF) as part of its work in the SRC for Space Robotics Technologies. This EOF shall bring together all European stakeholders to generate guidelines & principles for future operations in Space (e.g. OOS, OOA, OOM, etc.), in order to achieve a consolidated European position and support further regulation, licensing and norming activities by appropriate instances. The PERASPERA team cooperates with related initiatives around the world and exchange on a regular basis.

European Community Workshop

The 1st EOF Workshop has the ambition to set out the vision, objectives, tasks and first results that will deliver an effective set of guidelines and principles for Europe and will align with those from elsewhere in the world.

Therefore, the PERASPERA consortium invites you to the 1st EOF Workshop on the 29th/30th January 2020 and to contribute to the definition of the EOF Guidelines and European position for future regulations regarding On-Orbit Operations. The agenda can be found in the attachment, but can also be downloaded from the PERASPERA website (www.h2020-peraspera.eu ). The venue is DLR Cologne (https://www.dlr.de/content/en/articles/sites/cologne/how-to-find-us-cologne.html ), building 53 / Conference Room.

In order to participate, please RSVP until 16.01.2020 to alexandra.kolter@dlr.de and daniel.noelke@dlr.de. The workshop allows a maximum of 70 participants.
